3Com® Solutions for EducationThe Schools and Libraries Program of the Universal Service Fund, commonly known as
"E-rate," has helped thousands of schools afford and acquire networking technologies since it was established by the United States Federal Communications Commission (FCC) in 1997.

The program is administered by the Universal Service Administrative Company (USAC) under the direction of the FCC. As the USAC continues to work toward improving its processes, it regularly modifies program guidelines.
